On August 4, the Liangshan Trip Conference of Chinese Guangcai Program, with the theme “Concerted Efforts of Private Enterprises for the Construction of Beautiful Liangshan” took place in Xichang City, Liangshan Yi Autonomous Prefecture. Xu Lejiang, Vice Director of the Central United Front Work Department, ecretary and Executive Vice President of All China Federation of Industry and Commerce, and Director of China Society for Promotion of the Guangcai Program (CSPGP), and Yin Li, Governor and Cice Provincial Party Committee Secretary of Sichuan Province attended the event and gave speeches. Yuan Yafei, Vice Director of China Society for Promotion of the Guangcai Program (CSPGP) and Chairman of Sanpower Group was also appeared and donated 1.5 million RMB.  

Liangshan has the largest population of ethnic Yi, and the largest diversity and population of ethnic minorities in Sichuan Province. It used to be a crucial nodal point that all caravans of the “Southern Silk Road” had to pass. But now, due to unfavorable natural and historical conditions, all the 11 Tibetan and Yi counties are trapped in severe poverty, with 1618 poverty-stricken villages and 528,800 underprivileged people, which are key areas for the government’s poverty alleviation efforts. During this “Liangshan Trip”, both China Society for Promotion of the Guangcai Program (CSPGP) and Sichuan China Society for Promotion of the Guangcai Program donated 20 million RMB to the prefecture. The 40 million RMB donation will be spent on construction and improvement of basic facilities for local people. 

The Guangcai Program is a response of Chinese private business entrepreneurs to the National Seven-Year Priority Poverty Alleviation Program (a program designed to lift 80 million people out of absolute poverty in the period of seven years from 1994 to 2000) that focus on poverty alleviation and development of poverty-stricken areas. The “2017 Liangshan Trip of Chinese Guangcai Program” is an important measure of the United Front Work Department of CPC Central Committee, the All China Federation of Industry and Commerce and the China Society for Promotion of the Guangcai Program (CSPGP) to promote the leapfrogging development and balanced moderate prosperity of ethnic regions in Sichuan Province. 

Only philanthropic wealth is meaningful. Only enterprises that readily take on social responsibilities are most competitive and promising. SanPower Group’s endeavors to fulfills its corporate social responsibility is ethically motivated. It actively responds to the call of the government and engages itself in the altruistic activities of targeted poverty relief. The 1.5 million it has donated this time will be mainly used to finance the commonweal poverty alleviation project “Liangshan Trip of China Guangcai Program”.

Regarding targeted poverty relief Yuan Yafei observed insightfully that targeted poverty relief efforts should “suit the remedy to the disease” and coordinate the enterprise’s advantages to the specific needs of the targeted place. Simply put, it is advisable to “water the root of poverty”: to accurately identify the characteristics of the place as well as its specific needs, in order to help the place address its key issues and difficulties in development. Meanwhile, we should give equal emphasis to “giving the fish” and “teaching how to fish”, synchronize “external blood transfusion” and “internal blood cell formation” and facilitate the transformation from “external blood transfusion” to “internal blood cell formation”. To “give them the fish” and at the same time “teach them how to fish”, means to provide both financial support as well as enlightenment and employment in the poverty alleviation process. 

In fact, SanPower Group Chairman Yuan Yafei is also an active “Guangcai” entrepreneur. In 2013 Yuan Yafei was appointed vice Director of Jiangsu Society for Promotion of the Guangcai Program and Vice Director of Nanjing Society for Promotion of the Guangcai Program; in October 2015, he became the Vice Director of China Society for Promotion of the Guangcai Program (CSPGP). Yuan Yafei pledged that in the future the SanPower Group will continue its contribution to commonweal programs, and make the commonweal programs part of a corporate long-term mechanism, in order to better help underprivileged students finish school, poor families improve living quality and impoverished areas develop education, etc.
